There are apps that will lets you know where the darkest skies in your region, known as Bortle Zones. I'm in about a 4.5 area unless I can find a park that will let me in after dark and drive for a bit. It should be good enough for what I'm doing know.
Looks into your local astronomy clubs or go to the cloudynights.com for research.
I don't know the best place to buy a scope. I settled for the one who actually had the scope I wanted in stock. Should arrive on Thursday. So we shall see.
